Since this issue happen at Recovery process, the best way is contact HP
I would suggest you to remove any 3rd party HW attached during recovery process
and this issue also maybe caused if there is HW changes after this PC setup at the 1st time (non-OEM hardware)
little possibility your HP RCD, but ask HP to confirmed that
