Here is a little similar situation like you have.
1. It does not hurt if you test the health of your installation with sfc /scannow
2. Some problems may stem from activity of antivirus software, namely real time security.
3. If nothing helps, then use Process Monitor from Sysinternals to discover problem source.

I have come to the belief that the Microsoft Collections games which from my reading are also somehow connected to Xbox will simply not work in Win 8.1. I tried the solutions I read in the multiple threads:
Turn of Windows Firewall and local anti virus scanning to do the install.
Run SFC /SCANNOW
Shut off two settings in Synch
Install VLC Player, this seemed to help a number of people which baffles me why an open source media player would have any effect.
I am on the path to Win 10, second time around after a horrendous infection of malware/viruses. I had Microsoft Solitaire Collection working then until the infection and the steps I took to clean that up. I will wait until I install or upgrade to Win 10.
