Win 8.1 - java & vcredist_x64 installs hang

Trying to finish up a computer refresh and I keep running in to these two issues where the software wont install. They start fine and then just hang at the installing window.  I dont see any errors in the logs related to Java for VS failing. Ive tried "Run as administrator" rebooted and tried each on their own.  Anyone have any thoughts?

UPDATE: Windows Installer server goes to status Stopping when trying to install.

Didnt seem to solve it. I cant keep the Windows Installer service from going to "stopping"  after trying to install either application.

I have to kill the service via:

Taskkill /f /pid ###

Tried:

msiexec /unregister

msiexec /regserver

Then trying to install a the apps it goes from manual to stopping.

In my opinion, you can try to use Process Monitor to capture the installation process for test to find the reason of this problem:
