Win7 Address Conflict
Hi, If a computer is in a state where it has no valid IP address lease (for example, when starting or when the lease has expired), the computer's TCP/IP stack is initialized with the address 0.0.0.0. If, in this state, an ARP request with sender's IP address 0.0.0.0 is received, the above events will be logged. Best way to solve this problem is to manually change the static IP address. If it is using a 169.254 address, then the computer must be trying to get a DHCP address. Did you set the static address properly?

Hello, I have a few Windows 7 pro, domain joined computers which started reporting an address conflict in event viewer. The event is 4199. The message is "The The system detected address conflict for IP address 0.0.0.0 with the system having a network hardware address of c4-7d-4f-00-8a-3f. Network operations on this sytem may be disrupted as a result" When the error occurs the computer changes to using a private IP address 169.x.x.x. Also, the machines are usually in use - not sleeping or in hibernation. All of the computers have a static IP address assigned to them, so they are not using DHCP. I have verified that there are no duplicate IP or MAC address on the network. The MAC address identified in the event is a Cisco network switch which all of the computer are connect to. Any idea what is causing this problem?

This is a very wierd issue. I really don't want to go around and change the static ip address on all of my system unless I really have to because I don't believe that is the problem. They have been working fine for more than a year and now all of sudden this started happening. Does anyone think a Cisco Switch could cause this? I did find some other events on one of the computers. Most of these have to do with Active Directory and they are probably reported because the machine is unable to connect to the domain, however I could be wrong. The events are: Microsoft-Windows-GroupPolicy Event ID: 1055 Description: The processing of Group Policy failed. Windows could not resolve the computer name. This could be caused by one of more of the following: a) Name Resolution failure on the current domain controller. b) Active Directory Replication Latency (an account created on another domain controller has not replicated to the current domain controller). Source: NETLOGON Event ID: 5719 Description: This computer was not able to set up a secure session with a domain controller in domain ADAFPRC due to the following: There are currently no logon servers available to service the logon request. This may lead to authentication problems. Make sure that this computer is connected to the network. If the problem persists, please contact your domain administrator. Source: Microsoft-Windows-Time-Service Event ID: 129 NtpClient was unable to set a domain peer to use as a time source because of discovery error. NtpClient will try again in 3473457 minutes and double the reattempt interval thereafter. The error was: The entry is not found. (0x800706E1) Any help would be greatly appreciated

somewhere on your network, there is already a computer with the address 129.x.x.6 Try to change it to 253 or something else. Also, Is there some reason you are using addresses in the 129 range? These are not part of a the private IP address range.

I've changed the static IP's and still receive the same error. We've scanned the network and no duplicate IP address or MAC shows up. This is why it so weird. The only thing I can find is the MAC address from the Cisco switch in the event logs (see above). Also, we use non private IP address on our network, so I don't need a private IP range.

Try to disable the network adapter and then shut down. Start the computer back up and re-enable the adapter. Try the IP address again.

have you tried deleted all dhcp from server and regain? make sure there is no duplicate mac.. www.zon-ze.com

Hello, I've tried changing the MAC address of the NIC but the computer still reported duplicate IP upon reboot. I tried several static IP addresses again and still got duplicate IP. I scanned the network and verified no duplicate mac or IP addresss are on it. On must of the computers the problem goes away if I reboot them serveral times. This is happening on like 15 of my Win 7 computers and not happening on the Win XP computers. Not sure what else to try.... Does anyone think the switch could be causing the problem?

have you tried delete all from dhcp and regain IP ? I have seen duplicates error before and I fixed this way.. Hope this helps. www.zon-ze.com

zone-ze.com - I'm confused... I'm using static IP addresses on the computers which are getting duplicate IP address error. They are not using DHCP. There is a DHCP server in the network which hands out IP addresses to some laptops, but have not had any problems with them.

Are you 100% sure in dhcp has no conflict mac? if you can change those window 7 to DHCP, please change to DHCP and let them get IP from DHCP. www.zon-ze.com

Hi Juke, I would like to try the Network Monitor before changing my computers to use DHCP because Corp wants static IP's used. One problem, I have never used MS Network Monitor before, so I was hoping you could give me some brief instructions. Also, this problem happens on reboot. Will Network Monitor run after rebooting the computer or does that matter. Also, assume you want me to install Network Monitor on the computer experiencing the problem, correct? I don't have a hub to use it inpromiscuous mode.

Problem resolved... Thank you all for your help! It turned out to be the switch, yes the switch. The network team enable some new discovery service on the Cisco switch which caused my computers to report a duplicate IP address. Thanks, Mark
