Will the Windows 8.1 firewall finally support popups/prompts for outgoing internet connections?

Many people want to control outgoing connections similar to incoming connections.

They want to get a popup asking if application X is allowed to access the internet.

Note that we don't talk about malware or trojans here, just normal programs (and sub-programs they install).

In Windows 8, we still have to install 3rd party tools like "Windows 7 Firewall Control" from "Sphinx Software" to get this popup for easy configuration.

Why is Microsoft not listening to the customers? There are so many threads around where people ask for this feature. If you can offer the popup for incoming connections, it should be easy to copy & paste the code and modify it so that it also works for outgoing connections. Of course you would make this feature optional, so that only advanced users can enable it.

Will this come to Windows 8.1?
