WiFi Estimated data usage not showing up

I have Win8.1 PC , and I want to know how much kilobyte of internet data did I used but under the Wi-Fi connection which connect to internet is just written: "Estimated usage" , and no amount of data usage exist.
I search for a solution in the internet , and I do 3 works:
I have checked the settings-->Change computer setting-->Network-->Connections-->(selecting that Wi-Fi Network connection) to see "Estimated Network data use" was on.
 and another advice told to check for the "Diagnostic Policy Service" service to be Automatic and another advice to delete the Wi-Fi profile, but none of them works.

Please help me with this, thank you.

I find out that 2 services that has a tight relationship with above service cannot starts: "Diagnostic System Host" and "Diagnostic Service Host".

every time I want to start them , they refuse to start with: Access is Denied,(Error 5 ) error.

I play with the Log on tab of these services but none of the accounts can run this services.

how can I make these services to run.

Hi Ehsan,

These two services was fail to start due to your local/network services have no permissions to access registry. If you need these two services to start, grant full control permission to LOCAL SERVICE on C drive.

Note: if you are running third-party services, there might be security concerns.

Meanwhile before you doing any action, Id suggest refreshing your system then check if it fixes your issue.

While I cannot add a permission to the C:\windows\ folder, and I think it is normal because I cannot change them on another PC either .

I checked C:\windows\ folder permissions on that healthy PC but I don`t see Local Service account to be granted.

Hi

If that didnt work, let us try it from another angle.

Right click on returned cmd.exe and select "run as administrator" at the prompt type:

net localgroup Administrators /add networkservice

net localgroup Administrators /add localservice

Press enter and restart your computer

Open services and make sure the service is started.

Warning: The risk for doing it for services, is that if you have a virus attack that installs a hidden service on the system, giving "LOCAL SERVICE" administrator of the PC means the malicious service also gets full permission of administrator.

Hi

Still access denied?  That is odd. Check if administrator group has full control to C partition. If you are using any antiviruses or Anti-virus software please disable it then try again.

And try refreshing the computer as you have performed most of the steps.

I tested on my machine and when you start Diagnostic Policy Service the Diagnostic Service host should start automatically. When I tried to restart it access denied occurs. So please close Diagnostic Policy Service and restart it then check it again. Also ensure that start type of Diagnostic Service Host is set to automatic.

If it still not works, navigate to HKLM\System\CurrentControlSet\Control\WDI\Config, set "NT Service\DPS" full control to that key and the service started.

I do all your suggestions but the services won`t run.

I became glad when you test this in your PC and encounter into ACCESS IS DENIED. I also get this on another PC. so as this error message is happens on healthy PCs, It must be normal. so the problem may reside in another place.

Hi

Yes, Diagnostic Service host should be started automatically with Diagnostic Policy Service. But when you try starting it separately, the error occurs. But if Diagnostic Service host wont start at all, I think there might still be some problem.

Delete your Wireless profile then recreate Wireless connection then restart Diagnostic Policy Services under clean boot with all firewall or Anti-spyware closed. I suspect some third party network control software is affecting estimated data usage.

"Diagnostic Service host" still cannot start.

Clean-boot , don`t make a different.

Having said that , I compare RUNNING services on my PC with another PC , but cant find a way to solve the problem. all that services (except Diagnostic Service host and it`s brother) that are running on  a computer with "Estimated Network usage" are running on my PC , too.

Lets give it one more try. Try edit group policy settings... edit Computer Configuration -> Policies -> Windows Settings -> Security Settings -> Local Policies -> User Rights Assingment -> Profile system performance ... Check Define these settings and add Administrators and LOCAL SERVICE.

Hi , again

I want to mention that I have some DistributedCOM errors in the Event Viewer since a long time ago.

the error is this:

The server {DDCFD26B-FEED-44CD-B71D-79487D2E5E5A} did not register with DCOM within the required timeout. (Event ID:10010)

In some other DistributedCOM errors, the server {DDCFD26B-FEED-44CD-B71D-79487D2E5E5A} (I searched in the registry and find out it`s name is Srumon Server) changed with:

{7022A3B3-D004-4F52-AF11-E9E987FEE25F} (WPN SRUM COM Server)
{1B1F472E-3221-4826-97DB-2C2324D389AE} (syncEngineComServer)
{DDCFD26B-FEED-44CD-B71D-79487D2E5E5A} (???SkyDrive???)

I think and read somewhere that Srumon Server is related to "Diagnostic Policy Service" , and I gave every permission to first 2 keys on the registry and also in Administrative Tools-->Component Services (except permission to LocalSystem account), but the problem still exists.

I have Finally solved the Estimated data usage problem.

I review all previous posts again and found some registry keys under  HKLM\System\CurrentControlSet\Control\WDI\DiagnosticModules with no information within them.

I copy those information from another computer and the problem solved.
