Why does disk cleanup run when idle briefly then vanish once i return and how do i stop it?

Hi,

I'm running windows 8.1. Everytime I'm idle a few minutes disk cleanup runs and gets to the point where I can select the files to delete but when I move my mouse the whole disk cleanup window and process vanish. I don't really see a point in something running that can't even be completed so how do I turn it off. I've disabled idle maintenance but the issue still persists. how can I stop this?
