For the sake of this question the main use of the operation system will be for my family which range from 2 to 30+ years old. I am worried about suggesting them getting windows 8 because I heard it is hard to use(no start button) and they used windows xp with no problems except for the mom that already has problem with computers. Should she get windows 7 to understand the os more easily or windows 8 is not as bad as people say it is?

If your current machine has a touch-screen, you may find that Windows 8 is better for you. Consider win 8, win 7 sp-2 with mobile device support. For the average user (IMHO) win 7 is a smaller jump from a previous OS. If you have or will shortly get a mobile device (smart phone, tablet, etc) Win 8.
