What is the proper way to point the users profile to another drive on the same computer?
I would like to move user profiles off of the C drive because they take up so much space; My system only has one computer. How should I do this? Is it possible to handle it similar to a roaming profile setup?

You can (but, it's not the same, or even similar, to roaming profiles - because that requires AD.) However, it's far easier to have new userprofile folders created in a new directory, than it is to move an existing userprofile folder. This article will explain how to set up a *new* Windows installation to create all new userprofile folders in a new location (read: other than C:\Users); it does not discuss (because it's complicated) how to move a 'lived-in' folder. A question for you, though: rather than moving the entire folder (in reality, it's the storage folders, rather than the hidden folders, that take up real space), why not just redirect and move the data? That part is easy: simply right-click a folder (say, \<username>\My Music) > Properties > Location > Move > browse to new folder > OK. Or (this is one place where Libraries shine), copy your data to the new location, add that as a 'monitored folder' for the appropriate Library, and set that as the 'default save location.'
