What is Svchost.exe (LocalServiceNetworkRestricted)? is this an error? should I fix this?

I have a new laptop with Windows 8.1 64-bit, and I'm noticing in the task manager in the resource monitor ... in disk activity ... I get among other things a process that says...

Svchost.exe (LocalServiceNetworkRestricted)

I observe in this notebook, that when I do a video conference with Skype or Google Talk all goes well, the video is fluid during 30 seconds of conversation or a minute, but after that time, there is a drop in the connection that lasts 1 or 2 seconds ... and then reset again.

I do not stay without internet, I still have internet and everything works, it's as if a drop in the upload speed but not the download speed ... as a consequence, the video get a frozen and then continue working...

I have no idea if this Svchost.exe (LocalServiceNetworkRestricted) has something to do with this problem?

Or perhaps that thing of Svchost.exe (LocalServiceNetworkRestricted) is something else?

Is that an error? Why is it happening? Do I have to fix it?

In my desktop computer I have Windows 8.1 64-bit and I don't have that text LocalServiceNetworkRestricted ... I see a lot  svchost.exe sometimes I see it as svchost (LocalService) but I never see it as svchost.exe (LocalServiceNetworkRestricted) ...

Why is this happening?

Hi MrMister,

What is the main issue here (The online video will not play well)? Have you got any error messages ?

As for the svchost.exe (LocalServiceNetworkRestricted), we can use Process Explorer to check the detailed information of this process:
