What could be the reason when Lync 2013 client send 960*540 to another peer on PtoP video call?

I wonder if anyone faced the same issue before.

Two laptop which has 2 core CPU + Intel HD 3000 Graphic card + Windows 7 + Lync 2013 client ( Lync online) + use Integrated camera. same Graphic driver version and same lync client version. one laptop has slightly better CPU clock but I don't think it is relavant to this issue.

Two laptop located in the same LAN and same subnet and make video call. one side send 1280*720 video and the other send 960*540 ( checked from vqreport ). both use H264 for the call. one send 960*540 and the other send 1280*720. both laptop camera support HD and cannot figure out why one laptop suddenly send 960*540 for it's video.

of course, there is no packet loss on video call. only difference would be that laptop has another G-card. NVIDA NVS 4200M. we did disable this card from BIOS and test again but the result is the same. and vice versa. ( disable Intel G-card and test )

Etl log doesn't seem help because it doesn't show any readable information.

any thought?
