Josh, See if running the System File Checker fixes the problem. From How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7 <excerpt> Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow. Type the following command, and then press ENTER: sfc /scannow The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions. </excerpt> Ramesh Srinivasan | The Winhelponline Blog Microsoft MVP, Windows Desktop Experience

Hi Josh, Would you please let me know when the issue occurred? Have you changed or installed anything recently? If any item in Control Panel will open? Are the error messages the same? Please boot into Safe Mode and check if the issue persists. You can perform a System Restore in Safe Mode. However, if the issue cannot be fixed by system restore, I suggest scanning for the computer.
