Short answer is no you can`t have windows change the wallpaper automatically when you change orientation.
If you are using GPO to manage the Wallpaper you can only configure 1 wallpaper. SO you would need to let your user be able to change the wallpaper themselves if you want.
The easy thing would be to make sure the company wallpaper is made so that it look`s good on lot of different. If not what you could is use third party application that allow to set wallpaper depending on the resolution of the screen. Trust me this is a lot of hassle for something like this.

I am so sorry to tell you that the wallpaper cant be changed automatically when you change the tablet orientation. Even if in Group Policy, you can just configure only one wallpaper.
In your question, you referred the wallpaper looks appalling when rotate to portrait. You can choose a wallpaper which adapts the resolution of the screen no matter what the screen orientation.
