WIndows 7 Ultimate - Security Center Service start problem
My PC is a home build with Win7 Ultimate, Office 2007 Ultimate, AVG free 2011 antivirus and Windows Security Center firewall. It is on a home network cabled to a router with WPA2 security enabled. It has been working error-free for the past 18 months. Two days ago after clicking on a very realistic Firefox pop-up update window my PC was infected with Trojan.FakeAlert, Trojan.FraudPack.Gen and Trojen.Downlaoder. AVG quickly quarantined some of the trojans. I ran Malwarebytes, Spybot Search & Destroy and SpywareBlaster to clean the registry keys and quarantine and remove the remaining items. I also ran Hijack This in both safe mode and regular boot into Windows to insure that all traces of the malware were removed. Since it seemed that there were still some traces of browser re-directing going on, I used Revo Uninstaller to completely remove Firefox and Chrome and cleaned all caches in IE8. The System appears to be stable and back to normal again except that I cannot get Windows Security Center to stay on. I've tried turning it on in Services & rebooting but within 15-30 seconds after it reboots into Windows it's disabled. I've also used regedit to edit HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\wscvc changing the "Start" REG_DWORD to (2) "auto" but this too returns to (4) "disabled" before I can even reboot the PC. I have read all the postings to Technet on this issue and have also searched the Internet but none of the proposed solutions appear to work in my situation. An error code 1058 Security Center Disabled did appear when this first occurred. I have another Win 7 PC with the same software load and I have compared running processes in the 2 PCs using MSconfig.exe in admin mode & again see no obvious differences. Please advise if there are other things I can try short of a total rebuild to force the Service Center to stay on. Buckeye

Hi I seem to have the same problem a you are experiencing, the only difference is that I was not installing any updates as I do not use Firefox, I was simply playing a game (legally owned game), halfway through ; the game minimises, and AVG (Free 2011) displays two viruses which where detected in the 'C:\windows\temp\'. In the temp folder there where around 4 executables iekd.exe, vpq.exe, fontviewa.exe and msfeedssync.exe, they all looked suspicious to me however AVG only detected 2 of these to be viruses. I downloaded malware bytes which further confirmed that those exe files where actually viruses which where also set in the task scheduler to run everyday. After removing these viruses, a couple of minutes later the action center reports that the Windows Security Center Service is disabled. Went to services set the security center to automatic and start. It started, couple of seconds later it gets disabled and again I am notified by Action Center that it is disabled. I also noticed that Windows defender was also disabled but this could be due to AVG, also I tried installing Security Essentials, downloaded and installed fine, but... the program would simply not run, it gets displayed for a second then closes. I doubt this could be AVG as I once had MSE & AVG running together before I uninstalled MSE and remained with AVG. I suspect that the virus is still residing in my PC, and I am ready to make a complete reformat and install of my OS, however I do not feel secure with AVG now that most probably the virus was already there and waiting for execution through the scheduler. I really hope someone can shed some light on this particular problem before I make a complete re-installation of my OS. Thanks for any help, Edward.

Hi, Thanks for posting in Microsoft TechNet forums. Based on the description, I suspect there could be some virus/malware is running on the computer, you can run the Microsoft Security Essentials to scan the computer. If the virus is cleaned, please do a System File Checker to repair some system files. 1. Insert the Windows 7 installation DVD into the DVD-ROM; Click Exit if the auto-menu pops up. 2. Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator. If you are prompted for an administrator password or for a confirmation, type the password, or click Allow. 3. At the command prompt, type the following command, and then press ENTER: sfc /scannow If it doesn’t work, I recommend you do a System Restore to the time point that the computer works normally. In addition, for more information and support on virus issues, I would also like to suggest that you call Microsoft PC Safety telephone number, 1-866-727-2338 (1-866-PCSAFETY). Miya, Thanks so much for your prompt response. I had already tried sfc /scannow and no problems were found. I went ahead and installed Microsoft Security Essentials but it too would not start. So at this point I took your advice and contacted Microsoft PC Safety by phone. The technician with help from Sysinternals was able to locate and remove KBDFON.dll which was apparently a virus/trojan that prevented MSE and Security Center from running. I could only find one obscure reference to this rogue dll via Google search so I really appreciate the great help I received from Microsoft. This fixed my problem and MSE is running now in conjuction with AVG free 2011 without a problems. Thanks again. BuckeyeBuckeye

Hi Miya, for me the solution seemed somewhat different; the virus/es which had managed to install on my pc , where being run via a scheduled task, which was indicated by malware bytes, after making sure each virus was deleted, I rebooted and now managed to start the security center service and also run MSE. Also another thing that I did was uninstall AVG Free 2011 and went for ESET NOD32 AV (paid subscription), the difference is quite noticable.Whilst I did not expect anything spectacular from AVG Free since the anti virus is free, I couldnt just keep on using an anti-virus which does not detect potential viruses. Thanks again, Edward.
