ok thats the problem on wifes computer. we are unable to open web browsers or desktop items. cant get into control panel either1 person needs an answerI do too

thats the problem we have had for a week now.... we are the administrators/owners of the computer and cant get web browsers (ie) or any other one to open.. and we get this message
