Firstly, please let us know more details about the issue. Such as, what operation did you do when the issue occurred?
Meanwhile, based on my research, this waring message appears in Event ID 10010 Application or Service Restart Status.
If so, please refer to
Event ID 10010 Application or Service Restart Status, manually restart explorer.exe and see how it works.
