W7-Pro Upgrade: FQC-00134 vs FQC-00138 ?

I keep running into two different SKU numbers for a Windows 7 Professional Upgrade: "FQC-00134" and "FQC-00138" The only difference I've been able to find is that "...138" cannot be sold in Latin America. What difference does this make to me in Canada? Is there any other difference between these two versions? And is there a public list of the different SKU's that lists their features and limitations? Thanks. As far as I can tell, the 00134 is the ROW edition, while 00138 is the North America edition both English. ROW includes pretty much everywhere, except those places with embargoes on software :) I suspect that there may be some marketing fluff differences, but nothing of any significance, as far as Canada is concerned.
