Vista Diagnostic Policy Service fail to start Error 1114
According to my vista local services error message:
Windows could not start the Diagnostic Policy Services on local computer because a Dynamic link library (DLL) initialization routine failed??

Before going any further, please understand that this is Windows 7 Forum. In order to get the answer effectively, it is recommended to submit a new question

Windows Vista Forum.
Personally, I would like to recommend you take the following suggestions to test this issue:
1. Please go to perform a full scan to check the virus;
2. please go to install the Service Pack 1 and Service Pack 2 for the Vista system;
3. Please start the system in
Clean Boot;
4. The issue may occur when the account Trustedinstaller is missing the permissions for the key below:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DPS\Parameters
