Hi, The unexpected APR requests may be generated by certain third party application, please boot into Safe Mode with Networking and check the result. If the issue resolved, refer to the following KB article to determine the culprits: How to troubleshoot a problem by performing a clean boot in Windows Vista http://support.microsoft.com/kb/929135/en-us Hope it helps.

I am having the same problem, and it makes internet experience world wide wait. Very annoying. And no easy solutions. Thanks Microsoft!

For me the problem was being caused by the Print Spooler. As soon as I disabled the service it stopped the arp requests. Unfortunately havent figured out how to fix it so I can leave the printer driver on.
