Very long delay getting login screen

Systems: Surface Pro 3s

OS: Windows 8.1 Update 1 + all security patches, drivers and firmware through the end of March.  In a domain environment.

Problem:  

About 30% of Surface Pro 3s have a long delay in getting to the login screen after booting up (by long I mean several hours).  This problem does not occur immediately after being built.  It usually takes several days to several weeks to show up.  If you boot into safe mode or safe mode with networking, you get the login screen right away.  If you boot into low-res video mode, problem still exists.  You can RDP into the systems and log in without issue.  Once the login screen comes up, you can login fine and lock and unlock the screen without issue.  Once you reboot however, same problem.  Nothing in the event viewer jumps out at me.  Side by side comparison of systems working vs systems exhibiting this problem does not show any differences (same build, same OU, same GPO, etc.)  Looking for any ideas how to further troubleshoot this issue.

In my opinion, this problem can be caused by startup items with system. Please check it

Task manager, Startuup.
