I checked that KB. The registry entry mentioned was already in the Win 7 that I have.

The sfc found some bad printer drivers, but that is all.
Guess I will have to do a Preservation restore. :-(
It is a shame that MS does not have better tools to diagnose and repair system problems.

Using Win 7 SP 1 x64 Enterprise with Intel i3 processors.
When loading Windows Updates, there is an error that the Restpre Point cannot be set.
Also, the Windows Application event Viewer shows errors every 20 minute for VSS event 11 and 12292.
Event 11:
Volume Shadow Copy Service error: Error creating the Shadow Copy Provider COM class with CLSID {65ee1dba-8ff4-4a58-ac1c-3470ee2f376a} [0x80080005, Server execution failed
Event 12292:
Volume Shadow Copy Service information: The COM Server with CLSID {65ee1dba-8ff4-4a58-ac1c-3470ee2f376a} and name SW_PROV cannot be started. Most likely the CPU is under heavy load. [0x80080005, Server execution failed]
