VPNs under Windows 8 fail on some networks, Errors 806 and 800

I'm back at an institute I was visiting last year.  Last year I was using a Windows 7 machine, and both VPN services that I use worked perfectly.  This year I am back, but with a Windows 8 machine.  Neither VPN service works.  Moreover, I have ruled out the problem being with the Institute's network, because my wife brought her Windows 7 machine back with her, and it still works perfectly.  The problem is subtle: On a side-trip to Berlin, VPN under Windows 8 worked fine from the hotel's network. 

 Here are the two errors I'm getting, each with a different VPN server:

 1. Standard Windows 7 VPN server, on my own desktop back home: "Error 806: The VPN connection between your computer and the VPN server could not be completed..." It goes on to say that the most common problem is that something isn't configured to allow Generic Routing Encapsulation (GRE) protocol packets.

 2. University's VPN server: "Error 800: The remote connection was not made because the attempted VPN tunnels failed...." 

 Suggestions?  T

I'm sorry, but I already have and it did not help.  Please note that the problems are specific to Windows 8.  Identical-looking configurations, in terms of what I can see from the properties, in Windows 7 versus Windows 8, leads to success in Windows 7 and failure in Windows 8.  This I confirmed by running a W7 virtual machine, as well as a separate W7 physical machine, on the same network.

I just started having the same problem now with Windows 8 with a VPN that was working fine until recently. For me it had been working fine in Windows 8 until now. It seems to me the problem started after installing a recent set of windows updates, that's the only thing that has changed on my PC.   Seeing as this post is from August the causes may be different but have you solved this issue? Maybe it can lead me to solving my problem as well.
