I'm having problems with VPN access. I can create a VPN through the VPN wizard, and it will save under my network adapters. However, underneath, it says device missing and I cannot connect.

On further investigation, I found that the RASman service fails to start. The SSTP dependency service runs fine, but RASman hangs on "Starting." If I attempt to start manually, I get error 1053; The service failed to start in a timely manner. I think this is the main cause to my issues, but I'm not sure what I can do about it. Is there a way to reinstall the RASman service only? I've reinstalled and updated network drivers as I've found in other posts, but still have no luck.

Did the VPN work well before? Have you made any modifications to the machine before?

According to the error 1053 " The service failed to start in a timely manner".
By default, the Service Control Manager will wait 30,000 milliseconds (30 seconds) for a service to respond. It seems that the service won`t respond during the default time.
To troubleshoot whether this issue is related to the third party service.
We could try to start the service in a clean  boot environment. Please change the startup status to "automatic".

We could also try to change the registry key manually to increase default respond time to have a check.

Yes, the VPN used to work on this machine, but I don't remember exactly when it stopped working. I tried the clean boot, and that didn't do anything at all. It still gives me error 1053.

Have you tried to modify the registry keys as I posted before to have a check? Is the machine up to date?
Please backup the registry keys before we tried to made modifications to it.
Please alo run "dism /online /cleanup-image /restorehealth" to check the health of the system files and try to enable this service again.
