I have run the Run the netsh int ipv4 reset reset.log command; netsh int ipv6 reset reset.log command; netsh winsock reset command, using Windows Sysinternals to see which parameter it failed to change.
Is there any body who has in their support knowledge base a step by step article of how to fix this problem. This is a known Microsoft issue, there must be a fix for it.

Do you mean that this issue only occur on the computer which upgrade to Windows 8.1 from Windows 8?
Please take the following steps for troubleshooting:
1. Update the network driver from the manufacturer website.
2. Run the command Dism /Online /Cleanup-Image /RestoreHealth

3. Delete your vpn connection and create a new one and then check if the issue still exists.

Some users with this issue have reported successful restoration of their VPN connectivity by deleting corrupted miniport drivers from Device Manager. Note that you will have to Show Hidden Devices from the View menu in order to see and delete the miniport drivers from under Network Adapters.
