Axiomtek P1177S-871 machines were mounted as a kiosk. Physically impossible to connect the mouse to the keyboard. Installation of the machine with F12 (Windows 8.1 Enterprise) was performed. But virtual keyboard cannot work without admin rights.

But, group policy getting admin rights every 15 min.

How can we use virtual keyboard in Win 8.1 without admin rights?

What's the virtual keyboard? Did you mean the built-in On-Screen Keyboard?

If yes, this applications usage doesn't require administrator privileges. Could you let us know what's symptom when you launch the On-Screen Keyboard?

When we took admin rights, we got "Could not start On-Screen Keyboard" error. What we can do?

I have taken the test, this application indeed don't need admin right. I suggest you create new user account either admin or standard to have test.
