Hi,

Firstly, I would like to know whether the software works in your old Windows and the version of your new Windows and the way you installed the new Windows.

The VIPRE Internet Security is an 3rd party anti-virus software. You can have a try to solve it by following the steps below.

1. Check compatibility in Compatibility center.

https://www.microsoft.com/en-us/windows/compatibility/CompatCenter/Home

If it doesnt compatibility or with no information, youd better to contact the VIPRE Internet Security to confirm whether it is compatible with the new Windows and wait for the updates of the software.

2. Because the virus often blocks the computer's ability to run antivirus programs, or causes those programs to be ineffective, so start the Windows in safe mode, and scan the virus.

3. Uninstall the anti-virus software, and reinstall it again. Maybe the program file missed during the new Windows installation process.

Also, you can restore your computer from a system image backup. Refer the link below to know how to perform.
