You must be logged into an administrative user account. Then Start>Run>cmd [OK] and the command prompt opens. At the prompt, type:net user saddiebug 12345 [press Enter]This example would change the user saddiebug's password to 12345. Substitute the correct user name and whatever password you want it to be, of course. As for why you can't use the Control Panel icon, let's narrow down the troubleshooting by supplying the answers to these questions:The First Question Of Troubleshooting: If the problem is new, what changed between the time things worked and the time they didn't?The Second Question of Windows Troubleshooting: what is the malware/virus status of the machine? If you think it is clean, what programs (and versions) did you use to determine this?Be sure the computer is clean:http://www.elephantboycomputers.com/page2.html#Removing_MalwareMS-MVP - Elephant Boy Computers - Don't Panic!
