User from Administrators group is not able to view text file data
A text file is created by non-administrator user. Administrators group has
Full Control on that file. But user belongs to Administrators groups is not able to view the content of file.
Why user belongs to Administrators group is not able to view the file content?

Why don't you use Effective Permissions.

Works on Vista as well.
