User Self Registration

Hi,

Does FIM would allow an external person to go to a URL and create a user on their own? If not are there any add-ons that do this?

In general - yes, you can configure FIM in this way to allow one FIM user to register new identity information through FIM portal. 

In specifics - exact configuration depends on your scenario. Based on how you define external person, what is a set of identity it can create (only externals, only internals etc ) you have to configure FIM polices to allow them do this.

The way I'm understanding your answer is that the person has to be a FIM user to register a new identity.

I was wondering if someone who is not a FIM user can create an account for themselves. They'd be an external user so wouldn't have any credentials with the company.

If I understand your question correctly, you want a user who is external to FIM, in this case defined as 'not already in FIM', to be able to have self created in FIM. If this is what you want, you can do this in a sort of indirect way. I know a customer who used an external portal they made themselves (ASPX type stuff, no SharePoint) which used PowerShell to populate the FIM service. They published the web site externally. Pretty interesting stuff but not what I would consider an easy task.
