Unwanted Microsoft Account required when upgrading to Windows 8.1. Why?!?!?!?!? Give the user the option to create MS Account or remain with their already created and customized local account. 

Can all the users that did not want the MS account bill Microsoft for the time required to reconfigure their computers?

It is possible to upgrade to Win8.1 without creating a Microsoft Account - although I have to admit it's far from being as easy to do as I would wish. It's a case of navigating through the menus making sure that you read ALL the options - and not just the ones in large font!
