it seems I cannot get into my pc settings to reset or recover windows. troubleshooter will not open. my environment variables have been deleted it seems. I am a rookie with computers. would appreciate your help. thanks.

Hi,
Run DISM tool to repair your system corruption see if it can help you negating to Windows settings.
Fix Windows corruption errors by using the DISM or System Update Readiness tool

If this issue still persists, you still can run into recovery option under Windows RE environment by using Installation media.
