Unable to open File History through Control Panel

I have tried several times to open File History through Control Panel; however, nothing happens. I am able to open "Restore your files with File History". When I click on that link I get "No file history was found". Below this is: File History is currently off. Configure File History settings.

When I click on Configure File History settings nothing happens.

Check the settings here:

Press Win+R  keys to launch Run menu. In blank space type gpedit.msc and press Enter key to launch Local Group Policy Editor. Now open :

Computer Configuration\Administrative Templates\Windows Components\File History

If all Control Panel items don't work, please run the following command to repair Windows

dism /online /cleanup-image /restorehealth

Hi,

File History Service depends on Windows Search service, so the latter must be enabled and running for File History to function. Please check the status of File history and Windows search service:

To check the status of File History and Windows Search services, use keyboard shortcut Windows Key+R to open Run dialog, type services.msc and click OK.

Make sure the both services are set to start automatically. If not, double-click on the service name and change Startup type to Automatic, then click Start to run the service.

For further troubleshooting plan, please post back the error message in Action Center and event log as below for research.

I have attempted everything listed and nothing is working. When I search for file history and click on file history nothing happens. When I go to Control Panel and click on file history nothing happens. Any ideas on how to get the system to recognize this command. I really would like to generate a system backup image of my pc but can't access the tool in file history.

I ran dism /online /cleanup-image /scanhealth with no system errors reported.

Please run system file checker in cmd as administrator:

SFC /SCANNOW

If it mentions that some files fail to repair, please upload your cbs.log onto Onedrive or similar network sharing, and share the link with us for our research.
