We have observed that all of the bult in applications are not accessible to any of the domain user. It says 'App can't open with built in administrator account'. We also got this error on administrator login. However we have solved the issue using below reference

But if I log in with domain user it shows the same error. We tried giving administrator rights to user but still the apps are not accessible. Please let us know the solution for the same.

It seems like that there are domain GPOs that controled this.

I would like to suggest you to run GPresult /h gpreport.html command with CMD, and check whether the below setting is enabled:

User Account Control: Admin Approval Mode for the Built-in Administrator Account
