Unable to manipulate files or folders
I am having difficulty with copying, moving, or deleting files and folders on Windows 7. When I try to perform these operations, I succeed initially. But, then, I reach a point when I get a message saying that I don't have sufficient permission to perform the operation. I have to reboot the machine to get my privilege back to do anything with that file or folder again.

Does this happen if you do not install any anti-virus or other 3rd party security software? Did it happen immediately after installation of the operating system only, or later when you installed applications. Is this an upgrade or a clean install?Ned Pyle [MSFT] - MS Enterprise Platforms Support - Beta Team

Are the files that remain .exe files? I'm asking because I am constantly getting inaccessible .exe files, and so are quite a few other people, who have started several threads about this problem, with no solution being posted. If it's also non .exe files, it might be unrelated, disregard my post then.

I can't really answer your other question since the very first thing I did before sitting down to reorganize my system was install anti-virus and firewall.

Coul you (temporarily) uninstall your anti-virus software? Disabling is not enough, would need to see a test with it completely removed so what no file system filter drivers are installed.Ned Pyle [MSFT] - MS Enterprise Platforms Support - Beta Team
