What is different when you try run it in Windows 8.1?
Is there any error?
I receive the error "An attempt was made to reference a token that does not exist" when I attempt to bring it up. Upon further investigation, I did find that dsa.msc does not exist in the Syswow64 folder on Windows 8.1 however it does on Server 2012 - I believe that this is why my Server 2012 box can successfully open it. I attempted to copy the file from my Server 2012 box however this was not successful in resolving the issue.
The following site has some step by step documentation on the topic. Have you tried registering "acctinfo.dll" per the steps on the site?

now it fails to launch dsa.msc at all - not just the 32-bit version.

Make sure you mean that you have verified on Windows server 2012 R2, Unfortunately I didnt found any article to support that Windows 8.1 could support x86 Active Directory module. But I confirmed that there is no dsa.msc on Windows 8.1 after RSAT installed, I tried performing a test for you, however due to limitation of our environment, server rejected the client credential at last step. I am curious about how you import x86 active Directory to Windows.

On Windows Server 2012, I was able to open up the active directory snapin using the "dsa.msc -32" command. To further compare with Windows 8.1, I looked in the SYSWow64 directory and it does contain "dsa.msc".
I find it very odd that this feature would be supported in Server 2012 but not on the Windows 8.1 platform.
