Is it just the shortcut that you are having problems deleting, or is there a folder somewhere as well?

Quick facts:
Intel Compute Stick runnning Win 8.1 w/ Bing
Intel Compute Stick runnning Win 8.1 w/ Bing
Only downloaded and installed important updates
Cannot delete, invalid permission
Cannot change permissions, even from built-in Admin account
NO Korean language pack installed, only United States language pack and verified US is set as default not auto
No restore points, system protection is off > this is either the default setting or changed when unauthorized shortcuts randomly appeared

SFC, CHKDSK, & DISM > no errors/violations

Browsing my usual forums have been fruitless.  Lots and lots of people have this problem; however, it is typically taken care by removing a language pack, which in my case is not installed on the system.  I am performing a full reset to hopefully resolve the issue, but I am not putting all my eggs in that basket.  Any advise?
