Unable to create New Folders in a portable Share Drive
I just received a new computer at work and it is running Windows 7. For some reason when I plug in my portable drive or even a USB flash drive I am not able to copy and paste items from my computer to the drive or able to create new folders on the
portable drive or the USB drive. When I right click on the explorer window usually there is an option to create a new folder. Well on this computer I am not able to create a new folder on my flash drive or the poratable drive. something
has been disabled and I would like your help with this. Please let me know what other information you would like me to provide.

Could you see the external drive in Device Manager? If you see the drive but not see the drive letter, then assign drive letter.
If you do not see the drive (and no drive has been detected) then chipset driver is missing or for USB 3 the specific driver is missing.
Are there any logs in Event Viewer.

Can you post more details when you begin to copy files from Windows 7 to your portable drive? Such as error code or error information. Meanwhile, please check if any warning information occurred in your Event Log. In general, you can try the following suggestions:
1. Check if you can see the external drive in your Device Management.
2. Make sure you have formatted your external drivers.
3. Check if this issue persists in other computers.
4. Check the permission of your portable drive:
Find the drive>right click this drive>properties>Security
