USB device keeps disconnecting/connecting after upgrading to Windows 8.1

I have a device(Pedal for Sim Racing) connected via USB, everything is working fine in Windows 7 and 8 but after upgrading my machine to Windows 8.1 the device keeps disconnecting and connecting for like every 2 seconds. But after I open the Property Sheet in Game Controllers panel the disconnection issue was gone, if I reconnect the device the issue persist. Other people who have similar device also encounters the same issue after upgrading to windows 8.1. The issue persist with or without the device driver installed. 
Any idea, what might cause this?

Have you tried to delete all USB ports in the Device Manager console?

After deleting these, reboot the computer and the drivers for USB will be reinstalled.

I have exactly the same issue, but with my USB 3.0 external disks. Its verry annoying.

Under windows 8, i never had any problems and all worked fine. Now I upgraded to 8.1 it disconnects my USB 3.0 disks about every 15 minutes. And about 5 minutes later it reconnects and windows keeps asking what i want to do with the disk.

This is verry annoying since it's my Media PC, and I can't watch a movie now because of the disconnects.

I have a few months old Dell Optiplex 9020, 4th Gen Core i7, 8GB DDR3, 128GB SSD, and Windows 8 Pro upgraded with Windows Media Center.

I even tried a reset to factory defaults, but the problem remains.
I hope someone finds a working solution.

Same for me: after upgrading to 8.1 sometimes my WD MYPASSPORT external hard drive ( connected to an USB 3.0 hub ) disconnects and immediately reconnects. On Win8 I didn't have any problems...

Come on, MS, fix this!

Hi,

According to your description, it is probably the driver compatibility problem that caused this problem, please try to install newest driver for test.

May be you can try to use System File Checker tool to fix your problem. Please refer to the following link for detailed operation.

In addition, please check the Event Log, verigying whether there is any relate error report about this problem.

The issue persist with or without the device driver installed.

I think the problem is the changes in the USB for windows 8.1

Here are the other workarounds that I have tried so far but still did not work:
- Unchecked the option on USB Root Hub Properties->Power Management-> Allow the computer to turn off this device to save power
- Reinstalled the driver of the Motherboard
- using SFC:

C:\WINDOWS\system32>sfc /SCANNOW
Beginning system scan.  This process will take some time.
Beginning verification phase of system scan.
Verification 100% complete.
Windows Resource Protection did not find any integrity violations.

I've been experiencing similar issues with my USB hubs (3.0 and 2.0) and various USB devices. After a short period of time the hubs go to sleep and my devices stop charging/functioning. My external SATA drives that connect through USB 3.0 also wind down for no reason. I realized it's not the USB hubs that are the cause because I can plug them into my Win7 laptop and everything works perfectly.

I've been researching online for weeks ever since I upgraded to 8.1 and, although I tried everything that was suggested in various forums, nothing worked. I finally found the solution...at least in my case.

I have my screensaver turning on after 10 minutes of inactivity and have my display turning off after 15 minutes of inactivity. It just so happens that my devices would sleep or fail after 15 minutes. So I set the display setting to never shut off and left the screensaver as is. I've been monitoring my devices now for a few hours and everything is back to normal...no more issue. Problem solved.

I have the same issue as well with the Fanatec ClubSport Pedals!  This fixed the constant 2 second, bing bing after my upgrade to Windows 8.1.  When am I going to learn wait a year to upgrade to Windows beta products, I mean released products.

I'v got this exact same problem with my Win 7 desktop.  I've also got pedals and wheel but don't see it as different than all the other USB devices.  I'm using a bunch of USB, but no hubs, including 3 external storage hard drives. But the momentary disconnect appears in all devices as best as i can see..even my long time trouble free head phones..keyboard..and all.  Sometimes the sound goes away and if I unplug and replug them the sound comes back, and other times I have to exit and re enter the game. I also get video crashes ..maybe not related.IDK..and have to restart all, because I've got three black screens in Eyefinity. For years my system was trouble free and its just slowly started getting worse. I've thought it had to do with system "sleep" etc but long ago went to never sleep max performance etc..Makes no difference. Keep thinking its my hardware or my house wiring etc..But can't seem to solve it. I replaced my Mobo/chip/ram maybe 6 months ago and that appears to have not helped.  It seems to be getting worse. I hate to start replacing parts piece by piece..cost a lot of money and sometimes doesn't help.

When I'm playing a game I can often hear "faint" sound of USB connect disconnect happening with regularity..that little bing/boink sound etc..So it must just be constantly happening...Seems weird. Didn't have anything like this happening years ago with pretty much the same hardware and same Win7 with the continuing updates etc.

What can be causing this common problem?

It's only been 24 hours, but since I switched Power Plan to Hi Perf/Turn Off Display Never/Put PC to sleep 15 min.  Both the USB disconnect/connect and the screens going black into Power Saving Mode during use has stopped.

Let's hope it continues.

I went back to a NT 3.51 Machine just to get some work done.  Even went back to my 1984 Macintosh for some basic word processing!!! At least it doesn't crash like my brand new Wonders 8.1 Dimwit Machine.

We wont even bring up the latest fiasco with IE 0.00 through 11.0?  Should We,  VIRUS for all these years?  Makes you wonder if it wasn't on purpose?
