USB Power on Vista&Win7 but not on XP
Why is it that when using Vista or Win7 and I eject my USB safely its still powered? When using a flash drive I can still see the light and when I use my WD Passport that is usb powered I can still feel the HDD spinning. Yet when I use WinXP this is not an issue.

That is because it keeps power supplied but safely removes the catch of the computer. This is not a problem at all. After removing the drive safely (by right clicking), you can pull out the drive at any time and it won't get corrupt.

Thanks for the Info. How about with External Powered HDDs? Every time i eject mine i still feel the HDD moving and when I disconnect it, it makes a clicking noise; HDD moving and all of a sudden it stopped.

You should never move a HDD drive while it isspinning because this causes the head to touch the metal part and this will cause a scratch on the surface ultimatly causing the HDD drive to become corrupt (unusable), and loss all data. The ejection proccess works with everything (that includes your HDD drive). After ejecting it safely, pull out the USB, wait 10 seconds (so that it fully stops spining) and then you can move it. The click (correct me if I am wrong) is because your HDD drive has what they call a "fall sensor" in which it "parks" the head so it does not come in contact with the metal spining surface so the head does not scratch the surface. As I said wait 10 seconds after pulling out the USB (to ensure that the drive stopped spining fully), then you can procced to move it.
