THat's a typical name resolution problem.
First type ipconfig -all in a cmd window on both PCs involved and paste
the results here. Then try nbtstat -a mywin7 and nbtstat -A 192.168.1.3
on the XP box and nbtstat -n on the Win7 box, and post the results, too.
Further I'd check if you can ping your WIN7 from the XP box by name and
see if the ping is using the correct IP-address. If it is using a wrong
IP-address use nslookup and see if the name of your Win7 PC resolves
correctly or not.
That should give a first picture, where the problem most probably can
be resolved.
