UAC is off but still get warnings
I turned off UAC and restarted my computer and still get warnings. Im logged in as administrator. Whats the problem? How do i get rid of it ?

Win 7 Ultimate x64

To change the way Action Center notifies you, go to Control Panel > All Control Panel Items > Action Center > Change Action Center settings in the left pane. The settings apply to Updates, Internet, Firewall, UAC and Malware.

Cant log in to Hi_Tech account.
The action center dont remind me that UAC is off. When you have UAC on you get warning popup every time when you trying to install a new program. I got UAC off and still get that warning popup every time i try to install a program. Thats the problem.
Why do i get these warning popup when UAC is off and how do i get rid of them ? Its not the first time for me to turn off UAC. It always worked before. This problem started after i reinstalled my computer.

Run Registry Editor (RegEdit). Navigate to the following registry key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System
Locate the following REG_DWORD value:
EnableLUA
Set the value of EnableLUA to 0. Optional step to suppress UAC consent prompt dialog, locate the following REG_DWORD value:
ConsentPromptBehaviorAdmin
Set the value of ConsentPromptBehaviorAdmin to 0 (optional). Exit from Registry Editor and restart the computer to turn off UAC.

User Account Control: Behavior of the elevation prompt for administrators in Admin Approval Mode
Set its value to Elevate without prompt.
Locate the following policy in the right pane:
User Account Control: Detect application installations and prompt for elevation
Set its value to Disabled.
Locate the following policy in the right pane:
User Account Control: Run all administrators in Admin Approval Mode
Set its value to Disabled.
Locate the following policy in the right pane:
User Account Control: Only elevate UIAccess applications that are installed in secure locations
Set its value to Disabled.

Done that, still not working. This problem started after i took out all
components because i wanted to "clean" the computer. I even took out the CPU. After i put all together again i saw a message in the boot screen that a new CPU was detected, but it was the same CPU. I use a OEM version of Win7. Can it be the
cause why the computer act strange ?

Hi_tech,
This prompt has nothing to do with UAC. This warning protects you so that executables can't run without your consent.
If you don't like this message uncheck the box "Always ask before opening this file". And the next time the message dissapears for this file type.
