UAC in Windows 7 Workstation in a Server 2003 environment
I have a windows 7 user who is trying to install/update flash player using an html link. The user is logged in to the server 2003 network as a regular "user". When she tries to update her flash player, a message appears, "Required Operation Needs Elevation" and pops up a sign in box. Even if she types in her network login & password, the same message reappears. To fix this, does her status need to be changed to an administrator on the Server and/or on the Workstation? If so, how could I do it?

The user needs administrator priviliges on the workstation that he or she is trying to update/install Flash on. You can achieve this by adding here to the local group Administrators by going to "Computer management" console or you can do it via group policies on the server which is then applied to the workstation, producing the same resutls but only in a more central managed way.
