UAC Administrator and Standard Accounts in Windows 7
HeyI was wondering if there is any way to create an account where you can create an account that is able to install software / programs without keying any password, but forbids you to mess with the files in Windows System 32 Folder? And if there is, how do I create it? The issue now is Administrator account allows me to install programs without keying password, but at the same time allows me to move files in the System32 Folder, for example. On the other hand, the standard account is so strict that I can't even install programs, or even create a New Folder in Program Files, unless I know the administrator password. Maybe there is a way to create a middle ground in between the two. Please advise, thanks.

No workaround for it. This behavior is brought by UAC. If a standard use need to do any tasks that need high privileges, an administrator username/password is needed. In older systems such as Windows XP you are even not able to do any tasks that needs administrator permissions with standard user.Arthur Xie - MSFT

When you install a Software in almost all software they would copy some registry in Windows Registry (regedit) and regedit is located in System 32, There is no way to create such middle-account as you said because you cannot install software that will not copy anything in Registry , registry is located in system32 and if you also add such privilage then later on they might several flaw came up that software will bypass privilage and do change in System32. One way I suggest you is this, you create folder let say call it install, then whe you are in standard user copy everything that you want to install there for example all .exe and .msi in that folder. Then you have all in one place , they only onece you go to admin and access those file and install them. You only need to swich user once not many time to install program.
