Dear TechNet Community: My system is Windows 8.1 Pro, current in all updates.

I received the Title message every time I try to access the site therein as well as certain other sites:

In my options table, the TLS 1.0, TLS 1.1, and TLS 1.2 are turned on by checking the appropriate boxes, so that is not the solution.

Please help me with this one: what is the probable cause of my problem, and how do I correct it?

I am in the same boat. I have 8.1 Pro, I'm in a "Family Mode", when I go to www.google.com (which goes to https) I got the same issue (but other sites work). I too checked TLS (and did not check SSL). I also added https www google dot com as a compatible site - but it does the same thing.

When I use Chrome, I can get to that same site just fine.

I have exactly the same problem except on 8.1 Home. When I try facebook or googlge via a child account in family safety I get this error, but if I go via an adult account on the same computer it is fine. I have cleared the cache so it's not that!

Sounds like a wrong error message.  What message would you like instead?   <eg>

Have you tried tracing each scenario?  F12, Network capture.  Compare the traces.  Any difference?  Also, look at the Developer Tools, Console tab for clues.

Related to this the Show friendly HTTP... option is back as a default.  (Options, Advanced tab, Browsing section--first S as it happens).  You could try toggling that off to see if it changes anything.  E.g. perhaps the site is sending a more appropriate message for your scenario that the bogus message is masking.  Etc.
