If that guy telling you this is software. You can perform system restore
- Enter Control Panel in the search box, and tap or click Control Panel.
- Enter Recovery in the Control Panel search box, and then tap or click Recovery.
- Tap or click Open System Restore, and then follow the instructions.
If this is not helping, please provide your detail Toshiba model and your OS, maybe we need to reinstall or update. You may also try to check safe mode with networking and try browsing there

What does you mean above? Did you upgrade your system to Windows 8.1, then che problem occures?
If so, it should be WiFi driver compatibility problem, you can access Toshiba official driver download site to download Windows 8.1 driver for test.
In addition, please check WiFi driver status in Device Manager if there any unusual.
