If you have this rogue you will this screen called "ThinkPoint World's leading security solution" with an option "safe startup". At this point, don't click anything, go ahead and hit CTRL+ALT+DELETE or CTRL+SHIFT+ESCAPE and bring up task manager. Go to the Processes tab and find hotfix.exe. Go ahead and end that process. While in Windows Task Manager, click the File -> "New Task (Run...)" button on the bottom right. Type in explorer.exe and click OK. Your desktop and icons should start up as normal.
