E-mail addresses within Outlook 2003 want to open in Microsoft Mail?

ex:  if I open an existing e-mail in outlook 2003.  The e-mail address is in the title of the message.  If I right-click the e-mail address it gives the option to send mail.  If I do that it opens up Microsoft Mail????

I checked to see if Outlook 2003 was the default mail program and I cannot for the life of me find Outlook 2003 listed as an option in any of the menus of default programs.  Under default apps Outlook is not an option there either.  What should I try next?
