No, this is NOT the issue and this is NOT the solution. This does NOT solve the issue of the ICC color profile not applied to the pointer although it should be applied to it.

This might be a half-decent workaround in a static viewing environment like a color proofing booth when doing print work, but even there it would require you to design your own custom pointers for the entire viewing environment.

It's not a solution when working with multiple viewing environments on the same machine (e.g. when you carry a laptop and have various profiles configured for your working environments, at home, at work, in a co-working space, etc.), you'd have to design hundreds of pointers.

And then it's even worse if you are suffering from any of a multitude of melatonin-related sleep disorders, like delayed sleep phase disorder, Non-24h Sleep-Wake Disorder or advanced sleep phase disorder and use software like e.g. f.lux that shifts the color temperature of the configured ICC profile dynamically every second as part of your treatment. One would have to programmatically design thousands of pointers and then write an application shift those every second. NOT a workable solution for anyone.
