This sounds more like a router or ISP issue than a Windows 7 one. Try resetting your router.

Posting the result of ipconfi g/all here may help. Also try to assign 4.2.2.2 as DNS manually. Does that work?Bob Lin, MS-MVP Networking, Internet, Routing, VPN Troubleshooting on http://www.ChicagoTech.net How to Setup Windows, Network, VPN & Remote Access on http://www.howtonetworking.com

Try setting your DNS server to 8.8.8.8, I believe this is Google DNS sever, if that does not work refer to post above

Your DNS entries are valid for OpenDNS so they should work. This still looks like a router issue to me. If you don't have access to the router find someone who does and have them reset it. If you're not using a router, ie. you're using your phone as an access point (and it looks like this might be the case), try resetting the phone or contact the phone service provider.

Aren't there any other way to have internet access without resetting the router...

Let me ask you this - who's providing your "open network" access? Work? School? Your apartment complex? Is the computer a laptop or a desktop? If it's a laptop take it to your local library, or McDonalds, or Burger King, or Tim Horton's... there are many places that provide free internet access (with restrictions).
