The computer is Windows 7 Professional 64-bit edition. Make sure that termsrv.dll is a valid DLL or OCX file and then try again.

I found a semi-related webpage that at least lists the same Microsoft-Windows-TerminalServices-RemoteConnectionManager and 1057. However I'm running Windows 7 64-bit edition and I seriously doubt I have a lack of available memory issue. Do I have to delete some file or registry entry? One way to increase the amount of available memory is to determine if there are any programs or processes running on the terminal server that can be closed. Use Task Manager to determine which processes are using the most memory, and to end those processes. To perform this procedure, you must have membership in the local Administrators group, or you must have been delegated the appropriate authority. To free up memory on the terminal server by using Task Manager: On the terminal server, right-click an empty area of the taskbar, and then click Task Manager. Click the Processes tab. The computer was not in a domain environment. Unfortunately as of last night I did a Windows 7 in-place upgrade to try and fix the issue. If after all of the windows updates, etc are completed the problem remains I will do what you suggested. I will update this thread once I finish doing all of the windows updates, etc and see where the system is at.

I completed the in-place windows 7 upgrade, installed all of the windows updates, etc. The error is still there! /sigh I modified the policy as you said and there was no change in computer behavior. The error still appears each time the computer is reboot.

[Computer Configuration\Administrative Templates\Windows Components\Remote Desktop Services\Remote Desktop Session Host\Security] In the right pane, double click "Require use of specific security layer for remote (RDP) connections", in the security layer list, select RDP.
